PCAF — Emissions declaration

report once, respond to multiple financial institutions

In Indicadores, the company records its emissions inventory once, at whatever level of detail it has, and answers the requests of all its banks with the same declaration. In Portfolio, each bank receives the declaration beside its exposures and calculates financed emissions.

The tool proposes and shows; the company decides and sends.

Open items and differences appear as warnings that the company acknowledges when it approves. Only what cannot be recorded unambiguously, such as a unit incompatible with the indicator, is refused.

For the reporting company

From record to shared declaration

Indicadores is where the company records its emissions inventory, calculates what can be calculated and chooses what to declare. The PCAF declaration assembles the figures, presents the submission manifest and answers the banks.

01

Record once

Enter electricity and fuel consumption, revenue, equity, debt and EVIC at the level of detail available: by establishment or CNPJ root, by month or by year. Excel spreadsheets can be pasted and reviewed line by line before they are saved.

02

Calculate or enter

Location-based scope 2 is calculated from electricity consumption and the monthly National Interconnected System (SIN) factors published by MCTI, with the calculation traceable to each factor. Scope 1, 2 and 3 figures can also be typed. The typed figure stands, and the calculation’s proposal stays visible beside it.

03

Approve and answer

Before every approval, the submission manifest shows each figure with its origin, the open warnings and the differences from proposals. The approved declaration is sealed and answers every bank that requests it.

What the company records

Record at the level of detail the company has

A company that knows only the annual total for its CNPJ root and one that measures each establishment by month use the same record. Detail is summed correctly, and whatever is missing appears as partial, never as a total.

Level of detail
Establishment or CNPJ root, month or year, in any combination. When a total and the detail that makes it up both exist and differ, both stay visible, and the typed total stands until the company decides otherwise.
Consumption
Electricity (kWh or MWh) and fuels (litres), in the unit the company measures them in.
Scopes 1, 2 and 3
These can always be entered directly. Market-based scope 2, industrial processes, fugitive emissions and scope 3 are entered as declared figures, not calculated ones.
Finance denominators
Revenue, equity, debt and EVIC, which the bank uses to attribute to its exposure a share of the company’s emissions.
Economic activities
One or more CNAE lines, by amount or by percentage, adding up to the total. The declaration starts from the registered primary CNAE at 100%. The company can switch it to another registered CNAE, add lines, or enter an unregistered CNAE with a stated reason, which banks can see.
Calculations
Named, versioned calculation methods, with dated factors and a cited source. Each result keeps its input values, its factors and the version of the factor set used.

Requests

Each bank asks once; the company answers once

In the PCAF declaration, the company sees the declaration requests from all its banks: who asked, for which period and by when. Answering means sharing a declaration.

  • One request per counterparty and period, not one per exposure: the bank needs the company’s figures once.
  • The company answers by sharing a sealed declaration that covers the period, or by composing a new one. The same declaration can answer several banks at once, and the company can decline with a stated reason or share without being asked.
  • A new version of the declaration starts from the previous version’s recipients, editable in the manifest. The banks’ analyses that used the previous version show that more recent values exist.
  • A missed deadline blocks no one. Without an answer, the bank uses a CNAE-based estimate and labels it as such.
  • The company decides who can read: it can name the banks, or also allow banks that have registered an exposure to its CNPJ to read. Because the exposure is entered by the bank itself, the second option in practice reaches any bank that registers the CNPJ.

Before approving

The submission manifest

The company sees exactly what it approves and sends. The manifest brings together:

  • each figure with its origin: proposal accepted, changed with a reason, imported or typed;
  • the open warnings, such as a figure calculated from data that has since been replaced, a missing denominator or approval by the preparer;
  • the differences between the declared figure and the calculation’s proposal;
  • the integrity code (hash) of the sealed content.

Warnings, not blocks

The company decides

Enverium’s checks are warnings. Approval does not require every field to be complete: whatever is open is acknowledged in the manifest and travels with the declaration.

Separation of duties between preparer and approver is a company policy, off by default. When it is off and the same user prepares and approves, the declaration shows its recipients that it was approved by its own preparer.

Enverium does not audit the declared figures. The company is responsible for them, and an independent verification, where one exists, is reported by the company itself.

For the financial institution

In Portfolio, the declaration sits beside the exposure

The institution remains responsible for the methodology, the calculation and the disclosure of financed emissions. Portfolio, the portfolio management module, brings the declarations received and the estimates together in Financed emissions (PCAF).

Financed emissions (PCAF)
The data quality score, from 1 to 5, appears beside each exposure, according to the calculation option and data used. When inputs differ in quality, the worst one applies.
Declared and estimated
Each counterparty appears with the declaration received, showing version and period, or with an estimate from a CNAE factor set, labelled as such. Without a declaration, the item shows the date it was requested.
By activity
Financed emissions are aggregated by CNAE and by Brazilian Sustainable Taxonomy category.
Collections
The PCAF declaration request is sent once per counterparty and period, with a due date, a message and reminders. Tracking shows the status of each answer.
GRSAC
Proposals for the GRSAC CRFR1 table can be traced to the declarations they rely on.
Emission factors
Each calculation records the factor set it used. A bank can publish its own sets, and a published set is never altered: a correction is a new edition.

How the score is assigned: data quality in financed emissions (Portuguese).

Is this page for the company or the bank?

For both. In Indicadores, the company records its emissions inventory and answers requests with the PCAF declaration. In Portfolio, the institution receives the declarations beside its exposures and is responsible for financed-emissions accounting.

What data should the company gather?

Electricity and fuel consumption, or the scope 1, 2 and 3 figures it already has, plus revenue, equity, debt, EVIC and economic activities by CNAE. Identify methods and limitations wherever estimates or gaps exist, rather than presenting them as complete measurements.

Can one declaration serve several requesters?

Yes. Each bank requests once per counterparty and period, and the company answers by sharing a sealed declaration, which can answer several banks. Each request still needs to be checked for reporting period, boundary and required data.

Is the declaration the financed-emissions result?

No. Company emissions are an input. Financed-emissions accounting also considers the exposure and the asset-class attribution rule, as well as data quality and compatibility.
